Transport for NSW (TfNSW) engaged Pacific Complete, a joint venture between Laing O’Rourke and WSP, as delivery partner for this project.
The project created safer travel and greater transport efficiency. It has reduced the distance between Woolgoolga and Ballina by 13 kilometres and save about 25 minutes in travel time. The major improvements to road conditions and regional development means safer travel, shorter travel times, greater efficiency and better amenity for the local communities.

This project will transform the journeys of motorists along the north coast of NSW for the better. We are helping deliver future ready communities which can thrive with safer, faster journeys with improved connectivity.”
Colm Magee, WSP’s Construction Design & Engineering Manager says, “Our focus has always been on saving lives. Over the years I’ve seen a number of accidents happen on the highway. This upgrade has resulted in a safer road reducing the number of accidents.”
Since the start of 2020, 122 kilometres of dual carriageway opened as part of the Woolgoolga to Ballina Pacific Highway upgrade. Pacific Complete will continue to support TfNSW throughout 2021 with the final touches.
The Australian and NSW governments are jointly funding the $4.95 billion Woolgoolga to Ballina Pacific Highway upgrade on an 80:20 basis.
