WSP in joint venture with Arcadis has been appointed as a designer for Spark, the consortium with the PPP contract to build, operate and maintain the North East Link Tunnels – helping to fix the missing link in Melbourne’s freeway network. We are delivering the work for the Construction Joint Venture Spark CJV comprising CPB, We Build, GS E&C and China Construction Oceania.
Victoria’s largest road project will complete the missing link in the city’s freeway network, take 15,000 trucks off local roads a day and slash travel times by up to 35 minutes. The project will also complete the M80 Ring Road in Greensborough, overhaul the Eastern Freeway, build Melbourne’s first dedicated busway and the North East Trail – more than 34 km of walking and cycling paths.
Adopting a Future Ready approach
The Arcadis WSP Joint Venture scope of work includes design and engineering, specifically for civil structures, bridges, viaducts, cut and cover tunnels, noise walls and flood walls. The company is also providing building structures engineering, acoustics, durability, fire and life safety and ventilation services, and technical support for Digital Engineering, environmental and planning.
The Arcadis WSP Joint Venture will deliver these design services over the next two years and will then provide construction support services until the end of 2026.

Construction on the North East Link Tunnels will begin in 2022, with other elements progressively taken out to market starting next year.
