Chongqing enjoys a strategic role of the national-level Yangtze River Economic Belt development. However, flooding has long been a major hurdle to the development of the area, as the Longxi River Basin is subject to deteriorating environmental issues including low flood control capacity, water pollution, water ecological environment and more.
In this ‘Integrated Flood and Environmental Risk Management Project’ targeting Chongqing’s Longxi River Basin, we will provide project management and capacity development consulting service to achieve the following output to improve flood and environmental risk management of the area:
- Constructing flood management system;
- Constructing water pollution control system;
- Improving ecological conservation measures; and
- Enhancing flood and environmental risk management capacity.
Our project team plans to introduce world class advanced urban stormwater model, pipe network model, hydraulic model, water quality model, GIS and other technologies to evaluate and assist the optimization of the design scheme of each sub-project. We will also focus on non-structural environmental improvement measures, offer professional opinions on the design and implementation of each sub-project, propose non-structural management measures matching with the sub projects, improve the effectiveness of the project and introduce international advanced and mature case experience for reference.
It is expected that the Longxi River and its tributaries will reach the national flood control standard when the plan is implemented, with stabilized dykes and bank slopes along the river to discharge flood smoothly. Moreover, the vegetation belt and wetland will be built to improve water quality and biodiversity of the surrounding area, offering a harmonious, liveable environment to the community.
Apart from the primary flood control solutions, ADB is equally concerned about the social and environmental safety measures involved in the project. We will have to ensure the social security elements are well addressed, including demolition, land acquisition, immigration, women's equality and minority rights protection.
This is a project to showcase our rich global and local project management experience, especially on water management, pollution control, sewage and water supply and drainage projects in China. In addition to our Hong Kong office, we will also involve experts across our Greater China offices in this project for responsive on-site support and meetings.
