The goal of the Tuusula municipality was to integrate climate management as part of the municipality's strategic management. Therefore, a development project was launched at the beginning of 2021, which determined the steps towards a sustainable future. At the same time, the municipality's carbon neutrality path to the target year 2035 was outlined.
Climate measures were divided into groups by theme: energy, construction, transport, adaptation and carbon sinks, and climate responsibility. Climate responsibility also included sub-themes such as procurement, residents’ cooperation, business cooperation, and climate education. Low-carbon solutions and procedures were developed as part of the climate work of the municipality's various industries. During the work, we paid particular attention to creating criteria, guidelines, and solutions to guide the broader set of activities in each measure. The municipality's scarce human resources guided us to use effective and creative working methods so that the demanding program towards carbon neutrality could be implemented.
The climate program helps the municipality achieve both the municipal organization's own climate goals and those of Tuusula at the regional level. Goals and measures are reviewed every council term and annually at the work management level. The created climate management model, climate program and climate-wise construction project control tool are also suitable for use by other municipalities.
