Tees Valley Local Cycling and Walking Infrastructure Plan

The Tees Valley Local Cycling and Walking Infrastructure Plan (LCWIP) is a long-term £150m investment programme providing close to 92km of new and improved active travel routes. WSP supported the development of this combined plan covering local authorities in Darlington, Hartlepool, Stockton-on-Tees, Middlesbrough and Redcar & Cleveland.

Tees Valley Combined Authority (TVCA) is committed to delivering a transport network fit for the future so that everyone can participate in and benefit from their ambitious growth plans.

Walking, wheeling and cycling is already key part of our national mobility network. It is accessible to a large proportion of our population and will play an important role in a low carbon and clean future for Tees Valley.

TVCA wants to invest in its network of cycling and walking routes to make them coherent, direct, safe, comfortable and attractive, making active travel a more viable option for shorter trips. This was supported by a survey of 1,000 residents, which was commissioned to measure the impact of lockdown on walking and cycling levels in Tees Valley:

WSP has worked with TVCA since 2018 to support the development of the Tees Valley LCWIP. Using our national experience in active travel scheme appraisal, we advised on the most efficient way to deliver scheme components to maximise benefits for people.

This has included design and consultation support to take the proposals up to the point of construction, as well as supporting the development of business case in accordance with HM Treasury’s Green Book which is used to assess the value of publicly funded projects.

WSP’s knowledge of current best practice and guidance has been invaluable with the design and development of the Tees Valley cycling and walking programme.

Last summer, we also helped TVCA to secure £1.7m of funding as part of the 2nd round of the UK’s Emergency Active Travel Fund launched in response to the COVID-19 Pandemic. This will support the delivery of the strategy.

It also coincided with our work with their Transport department to develop bus corridors across the region. This involved developing a comprehensive evidence base to inform objectives and identify improvements as part of TVCA’s integrated transport plans to support a clean prosperous future for Tees Valley.
