The complex includes two medium-security facilities, each with a capacity of 400 inmates, and one minimum-security facility with a capacity of 600 inmates. Building components include dormitories, cells, workshops, hospital units, visitor units, domestic laundries, and inmate kitchens, as well as barrack provision, sewage treatment plant, and other plant facilities.
WSP designed a cool-air plenum system enhanced by vent shafts and wind towers to improve natural ventilation. Computational Fluid Dynamics (CFD) analysis was carried out to verify the effectiveness of the design. Other green design features include the use of photovoltaic panels connected to the electricity grid, solar water heating, heat pumps, and thermal wheel heat recovery systems. Recycled water is used for flushing and irrigation. Skylights and high-headroom designs also maximize the use of daylighting. WSP also designed a state-of-the-art integrated security system that met the high standards of the Correctional Services Department without compromising sustainable design features.
The project received the “Green Building Award 2010—Grand Award” from the Hong Kong Green Building Council (HKGBC) and the Professional Green Building Council (PGBC).
