Two Hong Kong Climate Resilience Projects Won ICE Awards 2023

The annual Institution of Civil Engineers (ICE) Awards celebrate the achievements of people and projects in the civil engineering and infrastructure profession. Among this year’s winners are projects that have contributed to decarbonisation, climate change adaptation and productivity improvements.

WSP is involved in two of the three awarded projects from Hong Kong. The award presentation ceremony took place at the institution’s London Headquarters on 13 October. Ivy Kong, CEO of WSP Asia, joined the project teams on stage to receive the recognitions.

First Stage of Tseung Kwan O Desalination Plant
Edmund Hambly Medal (Creative design for sustainable development) – Highly Commended

Tseung Kwan O Desalination Plant is Hong Kong’s first-of-its-kind facility using reverse osmosis technology to provide the city with an alternative strategic water resource. Upon commissioning, the first stage of the plant will provide water production capacity of 135 million litres per day (MLD), equivalent to 5% of Hong Kong’s total daily fresh water demand, to fulfil the needs of more than 370,000 people.

WSP, working closely with the joint venture, provides multidisciplinary engineering design services including civil, building services, architectural and landscape design as well as BIM management and BEAM Plus consultancy. Our innovative civil engineering design approach includes combining the intake and outfall shafts to minimise the impact on sloping seawall due to excavation and lateral support (ELS) works.

O·PARK2
Brunel Medal (Recognition of low-carbon solutions in the built environment)

O·PARK2 will be Hong Kong’s second organic resources recovery centre upon its commissioning in 2024. With a capacity to process 300 tonnes of food waste per day, the facility will adopt anaerobic digestion to convert food waste into biogas for electricity generation. The surplus biogas produced can be converted to about 24 million kWh of electricity annually, sufficient for use by some 5,000 households. It is estimated that O·PARK2 will lead to a 67,000-tonne reduction in greenhouse gas (GHG) emissions annually.

Even during the current construction phase, the project has adopted a number of carbon reduction measures, including the use of low-carbon construction materials and renewable energy.

WSP is serving as the engineering design consultant to the design-build-operate joint venture consortium to offer civil, structural, geotechnical and traffic engineering consultancy, architectural and landscape design, building services design as well as BIM management.
