Roadmap to a Zero-Emission Fleet
The ACT Government has committed to achieving net zero emissions for the Territory by 2045 and 2040 for Government emissions. Transitioning to a zero-emission bus fleet is a key component to achieving the ACT Government’s zero emissions targets and achieving a compact sustainable city.
Transport Canberra engaged WSP to deliver a Zero-Emission Transition Plan to transition Transport Canberra’s bus fleet to zero-emission. Phase 1 of the transition to zero-emission bus fleet, is focussing on identifying and evaluating the preferred scenario(s) for transitioning the fleet to achieve the emission targets and developing the transition plan required. WSP is providing technical analysis for the following:
- Baseline analysis to assess the current bus network and operations, policy, strategy and regulation; understand stakeholders’ issues (including the workforce); and identify relevant opportunities, risks and constraints to consider in the transition plan;
- Technology analysis to understand current and emerging technology for achieving zero emissions in buses, including fuels (battery electric, biofuel and hydrogen fuel cell), the requirements for production, storage and distribution of energy and fuel and the status of the market and industry in supplying and supporting zero emission bus transition;
- Scenarios evaluation, using an agreed evaluation framework that considers the technological, operational, financial, economic, social and procurement aspects, as well as other parameters, as identified in previous tasks;
- Transition plan development for the preferred scenario(s), considering all aspects above as well as other important elements to consider during implementation such as planning for stakeholder engagement, funding and investment.
Upon completion, the resulting transition plan for the preferred scenario(s) will provide Transport Canberra with a holistic guide towards achieving a zero-emission fleet by 2040.
Battery Optimization Lifecycle Tool
The WSP Battery Optimisation Lifecycle Tool (BOLT) is a simulation tool developed by WSP for the analysis of electrification and optimisation of vehicle fleets. It was utilised to model battery electric bus operations using a mix of zero-emission vehicle types. This tool allowed WSP to assist Transport Canberra to identify and understand the power requirements and to optimise schedules or routes, fleet size and charging infrastructure for battery-electric bus.
